Biography
Tony joined Dirkzwager as a lawyer in 2004. In the first years he mainly focused on competition and state aid law. In 2007 Tony shifted his focus to procurement and construction law. He has been a partner at Dirkzwager since 2013. His clients are mainly network operators, water companies, municipalities, water boards, universities and healthcare institutions. He also regularly assists companies including (ICT) suppliers and contractors.
Work highlights
- Advising network operators on participation in heat companies and deployment of network companies without tendering obligation partly in view of the Collective Heat Bill.
- Counselling large urban area development projects in accordance with state aid, tendering and 'Didam'.
- Dozens of procurement summary proceedings, including successfully defending (i) the private procurement of irradiation equipment with reliance on the procurement exception regarding the absence of competition (ii) the municipal deployment of an energy counter and the organisation of collective actions and (iii) hiring staff by means of a broker tender.
