About Stefan Kleijer

Biography

Stefan joined Dirkzwager at the employment law department in 2020 and was admitted to the bar in 2021.

Stefan is, among other things, very much engaged in amending (collective) employment conditions and employee participation in a broad sense. Furthermore, Stefan is part of the 'Pension' department, advising on all facets of pension law. Nowadays focusing particularly on the recently implemented Future Pensions Act ("Wet toekomst pensioenen"). Finally, Stefan has knowledge in the field of labour migration which allows him to act as a gateway for companies who wish to hire foreign employees in an increasingly globalised labour market.

Stefan is characterised by his accessibility and clear advice. He is able to make complex issues understandable, which enables the client to act immediately.

Is an employer allowed to let a migrant worker work without a citizen service number (part II)?

On 25 November 2022, the NOS published an article about three asylum seekers who gave the IND (the immigration and naturalization service) an ultimatum to issue a BSN (the citizen service number). In that article, the asylum seekers (wrongly) assumed that the IND is in charge of that and that it isn’t allowed to work in the Netherlands without a BSN. In this blog series, we will explain how a migrant worker can work in the Netherlands without a BSN. In our second blog, we discuss the question of how to deal with an employee without a BSN for tax purposes.
